The Program

Good Hope Adoption Services Inc. supports temporary placement of children in homes for Hosting Programs during the summer and winter months working with humanitarian aid organizations established to meet immediate and long-term needs of orphans. These hosting opportunities can lead to permanent adoption and many families are currently pursuing adoption of the child(ren) they hosted. Good Hope Adoption Services, Inc will work with local Ukrainian coordinators to place children with families interested in adoption from the Ukraine for the hosting program, and facilitate the adoption process, working directly with representatives in the Ukraine.

About the Country

The country of Ukraine is the located Eastern Europe. The surrounding areas to the Ukraine include Russia (to the east), Belarus (to the north), Poland (to the west) and the Black Sea (to the south). The largest city in the Ukraine and also the capital city is Kiev, with around 3.1 m inhabitants. The Ukraine has an estimated population of 46.2 m people with ¾ of citizens classifying themselves as ethnic Ukrainians. The Ukraine is a republic, with a President as well as a Prime Minister who work together to govern the country. The Ukrainian language is the official language spoken throughout the country, although Russian is the primary language. The Ukraine has many different climates including the Carpathian Mountains, the Black Sea and the Dnieper River.
Who can Adopt?

Prospective parents must be over the age of 25, and must be married for over a year. There is no restriction on the amount of children already living in the home. The only age restriction is there may be no less than 15 years and no more than 45 years difference between the age of adoptive parents and child. If only one of the adoptive parents complies with these age requirements, the adoption can be completed in the eligible parent’s name only. Who are the Children?

It is estimated in 2009 there were a little over 600 Ukrainian adoptions. According to the most recent INS Immigration Statistics (2008)- Of the 457 children adopted to the US from the Ukraine, 45% were females, 55% male. 147 of the children were between one and four years old and 340 were over the age of five. There are many sibling groups and many older children available with no known medical conditions as well as children of all ages with special needs. The Ukraine has specific requirements that a child must meet in order to be eligible for adoption. Most all of the children in the Hosting Programs are eligible for adoption, including sibling groups.
The Process

Good Hope Adoption Agency will work to place the child(ren) in your home for a hosting program occurring in the summer or winter for a select period of time. If you decide to pursue the adoption, Good Hope Adoption Services will facilitate the paperwork and travel arrangements necessary. The adoption process would typically last between six to twelve months. Once all of the necessary papers are filed and the petition is heard in the Ukraine court there is usually a three to four week wait before the adoption becomes final. There is also a ten day appeal time after the judge’s ruling where you will stay in the Ukraine with your child(ren) before being issued their passport(s).
Costs Involved

- Hosting Program: $2,000-$2500 (includes airfare, escort, visa and necessary paperwork costs to leave the Ukraine)
- Good Hope Adoption Agency Fee: $5,000
- Immigration Filing Fees: $890
- Home Study Service: $2,600
- Foreign Fee: $9,500.-$15,000. per child
- Post-Adoption Reports: $1,600
- Travel Expenses: $1500., pp
The total cost averages $24,000.-$30,000. Financial aid may be available in the form of grants, low interest loans, or work-related adoption benefits. In 2010, a federal tax credit offers a rebate of up to $13,170.00 off the federal tax assessment to qualified families.
