After nearly two years of hard work and dedication, our agency's commitment to achieving accreditation with Russia has finally been granted!!
This accreditation is awarded to agencies that have met several requirements from the Ministry of Education, established to set a high standard for selected agencies.
Good Hope is very happy to announce Mr. Vladimir Gelfand as the Director of the Russian Program in Moscow. Mr. Gelfand brings with him over 20 years experience in international adoption, and has helped to place over 200 children with US families. In this capacity, Mr, Gelfand will work under the Good Hope Adoption Services Agency, in collaboration with our US staff based on Cape Cod and Washington D.C.
Good Hope will be working in many different regions, including Perm, Kemerova and Chuvasia to name a few. We are excited to offer this adoption opportunity to families, always keeping with our commitment to ethical standards and excellence.
Many thanks to Andi Lunden for her continuous hard work and dedication to this program, to Lana Kalinsky for her commitment to Good Hope and the future of our agency's efforts in Russia and other former Soviet Republics, and to the Board of Directors for their guidance and encouragement throughout this long process. In partnership with Mr. Gelfand, Good Hope is incredibly proud of this huge accomplishment!

Russia is coming....
and soon to be welcoming Good Hope families....!
Over the last year, Good Hope staff have worked very closely with representatives in Russia towards achieving Agency Accreditation with the Russian Federation. During this time, there have been meetings here, and numerous written policies sent back and forth through cyberspace, by fax, and by Fed Ex and DHL, meet the standards set forth by the Russian Government. Andi Lunden from our staff has done a masterful job heading up this project, and we owe much of the credit to her hard work and careful crafting of reams of written work, as well as our representatives in Moscow, who are working to lay the foundation for this new program.
We expect to be operational by January 2011 with children currently being identified for our families.
This is not a new program, but rather, one that has been operational for years. What will be new is the proposed partnership with Good Hope Adoptions, and our Representative Office in the Russian Federation.
A bit of an overview on this program includes the travel: which is a first trip of about 5 days, a second trip that is longer, or can be broken into two shorter trips. Court is on the second trip, and full dossiers are to be submitted on behalf of families after trip one.
Over the years we have been directly involved with the placement of children from Russia and can say without hesitation that they are simply beautiful. We have the benefit of working closely with Dr. Boris Skurkovich of the International adoption Clinic at Rhode Island Hospital, and his knowledge and experience with this country are extremely beneficial for our families.

Good Hope is now accepting applications for this Russian Program.
Our agency, in cooperation with Frontier Horizons, a nonprofit hosting program for children living in orphanages in Ukraine placed children with hosting families in Massachusetts for the month of August. The children arrived here on August 1, 2010 and are making wonderful adjustments to their host families and are delightful!
In the present international adoption climate where many countries are closed for adoption and others are in moratorium, this hosting program presents a wonderful opportunity for families thinking about adoption. Prospective adoptive parents are able to visit with the child here in Massachusetts before committing to an adoption. Good Hope Adoption Services can easily arrange a time and place for this meeting.

In May 2010, the Kazakhstani Embassy in Washington and Consulate General in New York stopped accepting new intercountry adoption dossiers. The Kazakhstani government said this policy on new adoption cases will remain in effect until the Hague Adoption Convention (the Convention) enters into force for Kazakhstan. Kazakhstan has indicated that it intends to enact its implementing legislation by September 2010. Kazakhstan will then need to issue Convention regulations before the Convention enters into force, so it is unclear when new adoptions will be processed there.
The Kazakhstani government has informed the Department of State that it will continue to process any cases for which the Kazakhstani Embassy or Consulate General had sent the prospective adoptive parents’ dossiers to the Ministry of Foreign Affairs by May 25, 2010. These will be considered transition (“non-Hague” or Form I-600) cases; the policy on new cases will not affect the processing of these adoptions. For more information, you may wish to check the Kazakhstani Embassy’s adoption Web pages.
At this time, prospective adoptive parents should not attempt to initiate any new adoptions in Kazakhstan. The Kazakhstani government will not process any new “non-Hague” or Form I-600 cases. Additionally, since the Convention has not entered into force for Kazakhstan, USCIS cannot process a Form I-800A, Application for Determination of Suitability to Adopt a Child from a Convention Country, where the applicants indicate their intention to adopt a child from Kazakhstan.
A U.S. interagency team met with its Russian counterpart in Washington, D.C. June 14 – 17 for the third round of discussions about an adoption agreement. This most recent round of negotiations ended after four days of positive and productive talks that reflected the continuing commitment of both sides to the common goal of increasing safeguards for adoption between Russia and the United States. The U.S. delegation was led by the Managing Director of the State Department Office of Overseas Citizen Services, and also included representatives from U.S. Citizenship and Immigration Services (USCIS), the State Department Office of the Legal Adviser, and the Bureaus of the Consular and European Affairs. The Russian side was led by the Ministry of Education and Science’s Director of Government and Children’s Welfare.
There has been no official change in the status of on-going intercountry adoptions originating from Russia, but prospective adoptive parents should be aware that in some parts of Russia, adoptions may continue to be slowed down or delayed.
